THE DRAFT MINUTES OF AN EXTRA MEETING OF TARRANT GUNVILLE PARISH COUNCIL
HELD ON WEDNESDAY28 JUNE 2017

17/25. Apologies for absence
Apologies for absence were received from Cllrs Bailey, Farquharson and Percival
17/26. Welcome and Opening Remarks
The Chairman welcomed everyone to the meeting.
17/27. To consider and agree statements to be submitted to the External Auditor
a) Section 1 Accounting Statement The Clerk drew the attention of the council to the draft Statement he had circulated and asked them whether they could support it as a true statement of the financial transactions of the Council in the year 2016/17. After detailed discussions the Councillors agreed they could fully support the Accounting Statement for submission to the auditors. Cllr Shephard signed the document on behalf of the Council. The Clerk said he would now submit the document to the Auditors. [Copy filed with minutes]
b) Section 1 Annual Governance Statement The Clerk explained that this Statement had to truly reflect the accounting and governance practise of the council and asked Councillors to decide whether they were in agreement with it for the year 2016/17. Councillors gave their unanimous support and the Chairman signed the Statement. The Clerk said he would now submit the document to the Auditors. [Copy filed with minutes]
c) Annual Internal Audit Report The Clerk asked Councillors to note the completed report submitted and signed by the Internal Auditor. Councillors asked him to pass on their thanks to Paul Wentworth for all his work on this. [Copy filed with minutes]
17/28. Any other urgent business
a) Great Dorset Steam Fair Cllr Robinson said a query had been raised by Alan Kitchen about the propriety of selling for £4 the free tickets that had been given to the village. He said he felt it was in order as it had been discussed and agreed at the May Parish Council and by officials of the Steam Fair Committee. He said that sufficient funds had been amassed to enable him to purchase the Speedwatch camera on behalf of the village. Councillors agreed that it was in order to sell the tickets and Cllr Brown said he would also add his support to this action. Jan Robinson said he had replied to Alan Kitchen’s email.
b) Briefing from Piers Brown Cllr Brown outlined the proposed arrangements for creating two new Unitary Councils to replace the current District and County bodies in Dorset. He said the proposals were currently before the Secretary of State and it was hoped he would be able to agree these and obtain parliamentary approval quite soon. Cllr Regnart said he was concerned about the possible move to pass more responsibilities to Parish Councils who were not well equipped to deal with such things as road maintenance. He said he thought that savings from the new streamlined organisation might end up causing increases in expenditure if such developments went ahead. Piers Brown said he thought such local flexibilities would be possible in the future but whether or not Parishes took these up would be a matter of local choice.
17/29. To confirm dates of future meetings
Dates for 2017 meetings were confirmed as follows: 1 August, 7 November, 2 February 2018: all Tuesdays at 7.00pm in the Village Hall.
